Alternate history: What do you think Jewish life in North American would look today like if total charitable/philanthropic giving to Jewish causes since WWII existed at 5% of their historic values?

In other words, in a world where synagogue, schools, Federations, etc have one-twentieth of the donor revenue – what do our institutions look like and how does that shape Jewish communal life and practice?

For context, outside of a couple other big spenders (e.g. Mormons, Sikhs) this would put us more in line with a lot of religious, ethnic or diaspora communities.
