Many Chavurah groups form as a direct result of an experience had by one or many in the community where it is felt a need was not met. As you read this last statement it may appear oversimplified and yes it is, it is meant to be. In a larger community so many complex social dynamics exist that more needs may not be met then are satisfied. The Chavurah is the solution and definition is the answer.
Before you begin creating your Chavurah group you must establish its focus and practice general guidelines. Who does the Chavurah serve? What makes it different? What is considered acceptable/appropriate practice within the group? Where does the group meet and why this location? If you have established some practice guidelines are their materials with this to present to the members as they join. How flexible are the guidelines. know most of the above helps to define your Chavurah's focus and mission (for lack a better word)
Communication between members is key to your success. The Internet has made the development of new Chavurah groups even easier with the introduction of email. In addition, there are many calendar applications that can also be adapted to a chavurah website as well as blog and BBS systems. These tools make a new chavurah really come together and organize.
